Tinsmith tool or a Blacksmith tools?

A while back I had a discussion about if a tool was made for a Blacksmith or a Tinsmith. That discussion led to one specific example of a hammer shown below. He, as a blacksmith was adamant it was a sinking or dishing hammer. The hammer shown was made by J Wilcox, a manufacturer of Tinsmiths tools. So, we went to a catalog to research this and if it had an image that matched what we were talking about. The Dover Stamping Catalog from 1869 calls it a raising hammer. The Peck Stow Wilcox Centennial catalog calls it a raising hammer.  There are, 4 sizes of raising hammer listed on the Roys & Wilcox price list broadside but there is no image. What would you call it?
